Kais Saied insists on recovering the full penalty money
The President of the Republic affirms not to relinquish any full merit of the people and calls for a revision of the public transaction system to put an end to project disruption and corruption.

President of the Republic Kais Saied stressed yesterday at Carthage Palace that the state should continue to recover all the money owed to the people in the framework of criminal reconciliation, noting that there will be no indulgences or excesses. This came during a meeting with the chairman of the National Criminal Justice Commission, Ali Abbas, to discuss the progress of the committee's work and mechanisms for speeding up the processing of pending files.
The Head of State made it clear that the adoption of some flexibility in procedures is aimed at speeding up the decision on the files submitted before they are referred to the National Security Council, while fully preserving the rights of the state and people without prejudice. He demanded that he continue to work diligently to ensure the recovery of the looted sums and return them to the national development trajectory in accordance with the objectives outlined for the criminal trajectory.
During a separate meeting with the Minister of Processing and Housing in charge of the Ministry of Industry, Mines and Energy, the President of the Republic called for an in-depth review of public procurement legislation. Saeed considered that the development of this legal system was necessary to put an end to the disruption of major development projects and to combat the manifestations of excesses and corruption in a number of sectors.
The path of penal reconciliation is based on the provisions of Decree No. 13 of 2022 dated 20 March 2022, followed by legislative amendments under the revised law issued early in 2024 and then Decree No.2 of 2026 dated 30 September 2026, to overcome procedural disruption. The public transaction system is currently subject to Government Order No. 1039 for 2014, where the government is preparing new legal texts that simplify procedures and establish a strict accountability system.
