The Minister of Youth and Sports announces that the Sports Structures Bill will soon be referred to Parliament

On Monday, 2 November 2026, the Ministry announced its intention to refer the draft Sports Structures Act soon to the Assembly of the Representatives of the People in Tunisia. The announcement was made during a joint working session at Parliament's headquarters brought together by the Committee on Education, Vocational Training, Scientific Research, Youth and Sports and the Committee on Services and Social Development of the National Council of Governments and Regions.

The legislative initiative aims to review the legal and regulatory framework for various activities, universities and sports clubs, in response to repeated demands from sports communities to develop sector-specific rules. The new legal text focuses on updating club governance and ensuring transparency standards, as well as aligning national legislation with international standards adopted by sports federations.

During the sector-specific debate, the Minister of Youth and Sports acknowledged that the results recorded in elite sport do not rise to expectations, referring in particular to football, the reform path of the Tunisian Football Federation (FTF) and the development of sports formation centres.

The government's project aims to repeal and supersede Basic Law No. 11 of 1995 dated 6 February 1995, which has been in force for about 3 decades. The government had discussed the draft in successive ministerial councils during June and November 2025, in parallel with a proposed constitutional law introduced by MPs under No. 057 for 2025 in May of the same year and witnessed lengthy hearings.

The next step is to refer the final governmental formulation of the bill to the Assembly of the Representatives of the People as soon as it is completed, for the competent committees to begin their study in preparation for its presentation at the general meeting for discussion and approval.
