MPs are proposing a law to ban pornography in Tunisia

MP Hatem Lavoie addressed a group of MPs corresponding to the Speaker of the Assembly of the Representatives of the People Brahim Bouderbala, on Thursday 5 November 2026, including a proposal for a law banning pornography sites in Tunisia. This legislative initiative is based on the provisions of Chapter 68 of the Constitution, as well as the requirements of Chapters 122 and 123 of the Rules of Procedure of the Council.

The proposed project requires the state to implement a technical lockdown on the entire national soil by the Tunisian Internet Agency, in coordination with the Ministry of Communications Technologies and Internet Service Providers.

The provisions of the legislative initiative also include the identification of financial offences identified by an executive order against internet service providers if they do not comply with the planned blocking measures. On the other hand, it has not yet been possible to verify that the proposal has been formally filed and registered with the competent administrative bodies within the Assembly of the Representatives of the People.

This move falls within the constitutional and legal framework that regulates parliamentary legislative initiatives, with Chapter 68 of the Constitution and the chapters of the internal order allowing MPs to submit proposals for new laws.

The next step, if the legal and administrative registration conditions are met, is to refer the initiative of the Office of the Assembly of the Representatives of the People to the Public Legislation Committee and relevant committees for consideration and discussion, in preparation for its subsequent referral to the General Meeting for voting.
